B2B on the SPA’s Radar: the role of suppliers in Brazilian regulation

The publication of Public Consultation Notice No. 1/2026 by the Secretariat of Prizes and Betting (SPA) of the Ministry of Finance represents another important step in consolidating the regulatory model for betting in Brazil.
The initiative opens space for contributions from society and the market on guidelines for recognizing suppliers' technical and operational capacity serving fixed-odds betting operators. In practice, this is a move that places B2B providers at the center of the regulatory debate as the industry ecosystem becomes more structured.
In this context, we at Oddsgate will host the webinar “B2B on the SPA’s Radar: The Time for Suppliers in the Regulatory Process” on March 18 at 7:00 PM (Brasília time).
The online, free event will bring together industry experts to discuss the impacts of the public consultation and possible paths for companies operating in or planning to operate in the Brazilian market.

The discussion will feature professionals with direct experience in building and operating the new Brazilian regulatory environment.
Among the invited speakers are:
Simone Vicentini, former Deputy Secretary of the SPA and one of the key figures in structuring the sector’s regulatory model in Brazil;
Fabiola Jaeger, CEO of Caleta Gaming and a reference in game development for the Latin American market;
Fred Justo, Director of AML and Integrity at Legitimuz, is involved in the development of anti-money laundering rules for the sector.
Hugo Baungartner, Chief Business Officer at Esportes Gaming Brasil, a group formed by Esportes da Sorte and Onabet.
The session will be moderated by Valter Delfraro Júnior, our Director of Regulatory Affairs.
For Delfraro, the public consultation represents an important moment to strengthen the integrity and predictability of the regulated market.
“Provider authorization should be considered one of the pillars of the new regulatory environment. It helps ensure that only qualified companies committed to technical and ethical standards participate in the ecosystem, reducing systemic risks and strengthening the confidence of operators, investors, and players.”
According to him, defining clear criteria for supplier activity also tends to expand the regulator’s oversight capacity, strengthen barriers against illegal activity, and raise governance standards across the sector.
In addition, formalizing this process can consolidate essential consumer protection practices, including data security and traceability, protection of personal information, safeguarding betting balances and histories, integration of responsible gaming mechanisms, and stronger anti-money laundering policies.
“When these measures move beyond being simply best practices and become part of the regulatory structure, the entire system gains greater transparency and credibility,” Delfraro adds.
