Valter Delfraro Jr. was a systems analyst at a primary game provider, unaware that he would help draft the regulatory blueprint for Brazil’s iGaming industry two decades later.

Now, as he steps into the role of Director of Regulatory Affairs at Oddsgate, Valter brings with him not just technical acumen but a rare ability to translate the dense language of legislation into strategic opportunities. This kind can shape markets and leave lasting legacies.

Valter speaks with the calm precision of someone comfortable with silence between sentences: “My academic background is in Systems Analysis,” he says. “But over the past 13 years, I found myself drawn to regulatory affairs, deepening my expertise through training and practice.”

The transition wasn’t sudden. It unfolded as meaningful shifts often do: almost imperceptible initially, but inevitable in retrospect.

From Backoffice to the Frontlines of Regulation

For 15 years at a leading game provider, Valter moved from leading development teams to managing compliance and market expansion strategies. While navigating operational challenges, he first became fascinated by the complex world of regulation.

Later, his role was pivotal at Gaming Laboratories International (GLI). Tasked with building and consolidating GLI’s operations in Brazil, Valter worked alongside federal and state regulators, helped draft Brazil’s gaming legislation, and guided industry players through certification labyrinths. He became a bridge between industry ambition and regulatory clarity.

Oddsgate wasn’t a stranger to Valter. Their paths crossed frequently while he was at GLI, and a sense of mutual respect grew.

And then there’s his quirky discipline: eating chocolate only on days multiples of five as a ritual of self-control that’s both amusing and admirable.
